The memorial is laid out in the shape of a hurricane. The remains of the unidentified victims of the hurricane find their final resting place here.

Lower 9th ward almost 12 years later is still rebuilding. Some homes have been restored, some rebuilt totally, some still boarded up, some just deserted.
